THE SPEAKERS

 

ANDREW STEPHENSON
Holland & Knight, Washington DC. 

Andrew W. Stephenson practices in the areas of construction, labor law and corporate compliance, representing owners, architect-engineers, general contractors, and subcontractors in virtually all phases of both the private and public sectors of the construction industry. Mr. Stephenson is the Practice Group Leader of our firm-wide Construction Industry Practice Group. In addition, Mr. Stephenson is the Partner in charge of pro bono work undertaken by Holland & Knight's Washington, D.C. office.

Mr. Stephenson’s construction experience covers the drafting and negotiation of construction contract documents for, and counsel during the administration of, a wide-range of both medium size and large, complex building and infrastructure projects including $1 billion design-build projects both domestically and internationally. Mr. Stephenson has also been involved in the construction of numerous power generation facilities, including both nuclear and fossil fuel power plants.

Mr. Stephenson’s dispute resolution experience involves representation of local and international public, quasi-public and private owners, contractors and specialty trade subcontractors in a wide variety of construction claims. This representation has involved all forms of alternative dispute resolution, including mediation, project neutrals, arbitrations and dispute review boards as well as traditional litigation before juries, state and federal boards of contract appeals, bench trials in the state and federal courts, the Occupational Safety and Health Review Commission and the National Labor Relations Board. This trial experience covers hearings lasting from one to seventy-two days.

In addition to this extensive experience as an advocate in alternative dispute resolution matters, Mr. Stephenson is frequently asked to serve as a private arbitrator or mediator in construction disputes, where he is known to the parties and/or their counsel and his experience and negotiation skills are sought as a way to facilitate resolution of disputes.

Mr. Stephenson has testified on behalf of the Associated General Contractors of America "AGC" before joint committees of the U.S. Congress on pending legislative issues, including amendment of the Miller Act. He is a member of the AGC's Contract Documents and Union Contractors Committees.

Mr. Stephenson has been an author/lecturer on construction and labor law in the construction industry for Federal Publications, Inc., George Washington University Government Contracts Program on Construction Contracting, Johns Hopkins University School of Continuing Studies, Allan L. Berman Real Estate Institute, Engineering News Record, Construction Education Management Corporation, Mechanical Contractors Association, Metropolitan Subcontractors Association, Sheet Metal and Air Conditioning Contractors Association, American Society of Heating, Refrigeration and Air Conditioning Engineers, National Electrical Contractors Association, Associated Builders and Contractors, Louisiana State Bar Association, Virginia State Bar Association, The Graduate School of Engineering of George Washington University, The Construction Superconference, the Design-Build Institute of America, the Mortgage Bankers Association of America, the National Leased Housing Association, the Associated General Contractors of America, and The University of Maryland Graduate School of Engineering and School of Architecture.

Mr. Stephenson has also lectured and has given seminars on Corporate Compliance Programs and Training in house before a number of clients; and for the Associated General Contractors of America-National, the Society of Corporate Compliance and Ethics and the National Contract Management Association.

Mr. Stephenson served in the United States Army Reserve from 1972 to 1978, and as an officer with the 11th Special Forces Group from 1975 to 1978. Mr. Stephenson holds a current TS-SCI security clearance.
