Partner of Figueroa & Valenzuela in Santiago , Chile . Former Legal Counsel of the Inter-American Development Bank. Member of the Board of Directors of the American Arbitration Association. Member of the Roster of Conciliation of the International Centre for the Settlement of Investment Disputes of the World Bank (ICSID) and of an Ad-Hoc Committee which, on January, 2007, resolved an annulment claim of PetroEcuador against an ICSID award which favored Repsol YPF from Spain. Member of the Roster of Experts of the Dispute Settlement Body of the World Trade Organization (WTO) and of the following dispute panels: i) complaint of Canada vs .the US on the imports of softwood lumber; ii) of Australia, Brazil and Thailand vs. the European Union’s sugar subsidies, and iii) of Panama . vs Colombia on market access, currently in process. Member of the Board of Directors of the Chilean Chapter of Transparency International. Member of the Arbitration and Mediation Center of the Santiago Chamber of Commerce and of the Board of Directors (1999-2002) of the Chilean American Chamber of Commerce (AMCHAM). Professor of International Law at the Graduate Program of the University of Chile . Consultant of the Geneva Office of the United Nations Institute for Training and Research (UNITAR) for its training programme on international financing and debt negotiations for public officials of several African and Asian countries (1991-1996); Member of the Executive Council of the American Society of International Law (1978-1980 and 1990-1993); Master of Comparative Law, George Washington University; and Fellow of the Weatherhead Center of International Affairs of Harvard University. Author of publications on international investments, trade, arbitration and the environment.
